HAPAG’s ROTTERDAM EXPRESS boarded by drug traffickers

Upon sailing out of Cartagena Colombia, en route to Dominican Republic vessel Rotterdam Express alerted coastal authorities about presence of unauthorized personal on board.Coast guard and navy boarded the vessel and detained 10 persons and found 185 kg of pure cocaine after which vessel Rotterdam Express continued sailing to her next port. Read full news here

Drug traffickers use containers to hide and smuggle out narcotics across the globe. Apart from narcotics many chemicals fall under United Nations Convention Against Illicit Traffic In Narcotic Drugs And Psychotropic Substances as substances which can be used for illicit manufacture of narcotic drugs or psychotropics have control measures and restrictions in transport. There are two tables in the convention including chemicals which can be used in illicit manufacture of narcotic drugs or psychotropic substances.

While transporting these chemicals it may require end user certificates. End user certificate is issued by importer/buyer certifying the usage of the goods intended to be imported and that the goods will not be transferred or re-exported to any other party or country. From end user certificate we can ascertain whether the goods may be used for illegal activities, may reach in the hands of non-state actors or terrorists, whether the goods are going to states under embargo etc.
