The authorities got suspicion when the Master of vessel Vega Mercury delayed berthing at Oran Port for three days. Acting on the tip off authorities forced the vessel into harbor and upon inspection found 700kg of cocaine in boxes marked as “halal meat”. Vessel and her crew is under arrest and investigation is going on.

Narcotic drugs is a strict no go in commercial trade. What about chemicals which are used in the commercial industry but can also be used for illicit manufacture of narcotic drugs or psychotropic substances?

United Nations Convention Against Illicit Traffic in Narcotic Drugs And Psychotropic Substances through its Article 12 mandates the parties to convention to take necessary measures to prevent diversion of substances which can be used for illicit manufacture of narcotic drugs or psychotropic substances.

Article 12(10) (a) of the convention requires each Party from whose territory a substance in Table I is to be exported shall ensure that, prior to such export, the following information is supplied by its competent authorities to the competent authorities of the importing country:

  • Name and address of the exporter and importer and, when available, the consignee;
  • Name of the substance in Table I;
  • Quantity of the substance to be exported;
  • Expected point of entry and expected date of dispatch;
  • Any other information which is mutually agreed upon by the Parties
